INteresting article on public space

http://www.guardian.co.uk/society/2008/mar/29/communities

or rather the lack of it. Well worth a read peeps.

Steph, some of these ideas might be good to incorporate into vision/strategy?

Essentially it tallies nicely with what we set out to do in the first place (which is nice;-). It did make me think though that we should be clear about the programs within the areas of intervention in order to make it clear that they are a combo of community, education, performance, retail, live/work, etc giving maximum flexibility, allowing the community to grow organically and ultimately creating a resilient place... I was thinking particularly of the market on the north side, the arcade to the east and the centre to the south of the green.

Summary from presentation

Outline structure of presentation is as follows (initials indicate responsibility):
* areas of intervention (T)
* masterplan (T)
* statistical/policy analysis (S)
* vision (S)
* local clustering (T)
* transport/cycle routes (T)
* access to she bu green (T)
* north sector housing/office/leisure/education plot (GW, GE)
* eastern arcade (D)
* new market and green/square (GW, GE)
* she bu market & c-hub (GW)
* new west 12 (GW, A)
* green (J)
* phasing (ALL)
* funding and implementation (ALL)
* policy (ALL)

Each of the proposed interventions will have 3 sections/pages
1. analysis (visuals/points)
2. solutions (visuals/points)
3. policy/strategy (programs/uses)

For the arcade, David had suggested an above ground arade as a way of bridging the divide between she bu and holland park. Not that we have to do this though. We need to work on the layout of the plan anyway. If software is a limiting factor, sketches will suffice.

For the green, as you can see from the pres my sketch was just that. We will need to put more detail in here.

Images/photos
For all our interventions/overall we need to add more detail on street furniture/paving/landscaping/planting/building style. This can be done through indicative imagery.

For the phasing we must bear in mind that our our interventions are quite bold and ambitious, therefore we need to phase it with the quick wins first. Remember that people like to see change so we want regular milestones throughout the life of the project.

The plan is to have all materials to me by 10-12 April. I have a graphic designer friend who is willing to help me out in terms of final layout. As it is for print we will need high rez versions of all images. Obviously there will be back-and-forth between us all as to the details.

I hope all this makes sense and I have not left anything out.

Have a great Easter and looking forward to putting all of this together.

Traffic Outline and more...

I have uploaded a jpeg to divshare. This indicates the following:
* layout for westfield shopping center
* layout for the new housing units just south of the westfield center. I guess these were part of the deal. I spoke to a few of the residents today and there is apparently a nice community feel, though poor sound insulation(!)
* layout for new Woodlane and Shepherds Bush Central and Overground stations
* Orange overlay: My thoughts on the eastside arcade as regards layout. Provides two access paths east/west, including a cycle path in each. A central hall positioned to maximise natural light. Spaces on either side for various retail/office/community uses.
* Yellow overlay: My thoughts on a small street market between westfield and The Green.
* Red overlay: area for high density, affordable housing and other uses.
* Blue overlay: indicates 'shared space' that closes off The Green to private vehicles and better enables us to link the 3 sides of The Triangle. The only vehicles allowed are public transport, taxis, emergency and bicycles. Note the widened pavements on north and east sides of the green. This should enable more street cafe's, restaurants, etc.
* The red arrows (roughly drawn) indicate my thoughts on the traffic flow to enable us to close off the north and east sides of the green. Essentially we will use the new roads at teh north of the westfield center to create a larger gyratory system. Northward traffic has been diverted to the road behind the Shepherds Bush Empire.

Thats enough from me for the mo'

She Bu Vision

Apologies for lack of engagement this week but I have been as sick as a dog.

I have posted on Div Share (and emailed) my initial attempt at Policy and Bollocks - She Bu Vision. You will note that I have used 'the triangle' 'She Bu' and 'the area' interchangeably. We will have to come to a decision as to how we want to refer to our study area tomorrow. Despite my initial reservations I have come to like She Bu and it would certainly fit with our need to rebrand/reassert the area's identity - I would also pitch in with just perhaps calling it The Green.

In the outline, I have taken Thaddeus' view that our focus is the immediate triangle area, with the transport and access elements ensuring that we link to, and gain benefit from, the surrounding areas. I have tried not to talk in too much detail about each of the areas of intervention as 1 - I was not in last week to find out what the results of everyone's exploration into particular interventions was and 2 - that the strategy/policy bollocks should just string together the interventions that we have agreed on.

Cycle network strategy

Aim:
1. To bolster smaller businesses by providing easy, cheap access to the She Bu Triangle (roughly formed by Shepherds Bush Market, Goldhawk Road and Shepherds Bush stations.
2. To relieve pressure on roads & restore balance in transport equation:
* Make walking or cycling the preferred options for local journeys
* Make public transport the second option
* Make car use the third option

Facts & Assumptions:
* Green space is lacking but is prevalent in bordering boroughs
* Road traffic will increase dramatically into and out of the Westfield Centre
* Road traffic through the borough on strategic routes will increase over time
* Passengers on public transport will increase dramatically
* Emissions will increase dramatically

Method:
* Connect green spaces
* Connect trains together
* Connect main business to trains and main bus routes
* Connect main residential to main business
* Connect main residential to main leisure
* Connect main residential to main retail
* Create secure bicycle lock-ups throughout borough
* Create bicycle hire spots throughout borough (source of revenue, enables people to combine cycling with public transport)
* Add hire and/or lock-up spots at all stations, important bus stops, retail, office and leisure spots

I have uploaded a jpeg to divshare:
*purple areas indicate shops/leisure, etc,
*circles indicate hire/lock-up spots,
*orange lines indicate desire lines to She Bu from surrounding local centres,
orange pentagon indicates major cycle hub/cycle park/cycle cafe on Shepherds Bush Green
*green lines indicate cycle routes,
*blue lines indicate cycle 'superhighways utilizing train routes through the borough

Though I have located other local centers further south in the borough I am not sure if we should go that far. Your views?
I have been thinking it over a lot and do not agree with Wendy that the local centers themselves need to have a unique selling point in themselves as the point is merely to connect them to She Bu Triangle. Again, your views would be helpful.

Intervention in Shepherds Bush:

Regarding the definition of the key points I wanted to include some ideas that maybe can complement the ones already discussed:

-for example a stronger strategy to upgrade the already varied options of restaurants and specialized shops on the area as a support for the shepherds bush market, maybe creating stronger links between them (a rough example can be food festivals) as well the use of the underneath spaces of the railway line.This can be part of the shopfront/retail strategy.

-In terms of the cultural strategy maybe the linkage of the cinema and the nighttime strategy can be linked with the intention of revitalize the Green encouraging the creation of some activities of the cinema within the park.
-Other thing that I have in mind (just brainstorming) can be use some of the already existing hotel infrastructure (I counted almost 20) to reinforce the retail strategies.

I downloades some photos in the flickr group of some problematic areas that we dicussed in the last session.

Vision-What do people concern?

The resource is from London Borough of Hammersmith & Fulham-Public Consultation Event Hosted on 9th, 16th, 23rd Novermber and 1st December 2005 FINAL REPORT(sorry I can't link to the document website, see summary:http://chiaapple.blogspot.com/)
People concern on Spatial development issues are:
-The light of forthcoming London wide opportunities such as the Olympics
--Show 'cutting edge thinking in terms of sustainability-reduce economic and social polarisation-more policy actively address the problem of the 'north south' divide in the borough
-Support community cohesion; define a local sense of place e.g. Goldhawk road

Areas for Intervention and Strategic Policies

I agree with Thaddeus that we should focus on key areas and set out interventions. Perhaps this should be complemented by a few strategic policy areas, such as, for example, a shop front policy etc.

I also agree with Thaddeus that we need to crack on and it would seem sensible that once we have agreed on the areas for intervention and strategic policies, we each choose/are allocated one or two of these to work on individually before bringing it all together.

So, my twopenneth -

Areas for Intervention
  • Gyratory/transport movement
  • Shepherd Bush Green
  • Linkages with White City
  • Shepherds Bush market
  • Linkages to Holland Park
  • Goldhawk Road/Shepherds Bush Road/Shepherd's Bush Green Gateway
  • Uxbridge road/Wood Lane/Shepherds Bush Green Gateway
  • Petrol Station and Tower Block on Uxbridge road side of Green
Strategic Policies
  • Culture policy - ie how to make more of empire and theatre and/or nightime economy strategy
  • Shopfront/retail policy - ie do we try and, for example, promote organic/ethical shops/ how do we create a more uniform character to the shop fronts/how do we make the best of the existing (West 12) shopping centre
